MONTPELIER, Vt. (AP) - As the 5th anniversary of Tropical Storm Irene approaches, some Vermont towns are still making preparations for the next weather disaster.

In Brandon, the town recently got a grant to install a super-sized culvert under Main Street to guard against the road becoming a river as it did in 2011.

Main Street is what U.S. Route 7 is called as it passes through the center of Brandon. Town Manager David Atherton says the $1.3 million culvert will provide a place for the Neshobe River to go without flooding the downtown.

Atherton says the hope is that a safer, more flood-resilient downtown will be attractive to developers and merchants alike.
