PHOENIX (AP) - The Arizona Attorney General’s Office says there is no basis to press charges against Secretary of State Michele Reagan for not issuing a procedures manual ahead of the November presidential election.

Chandler attorney Tom Ryan delivered a letter to Attorney General Mark Brnovich last week saying Reagan’s decision to not issue a new elections manual violated state law.

Chief deputy Michael Bailey wrote back to Ryan on Tuesday saying Reagan’s interpretation of the law is “plausible” and doesn’t meet the standard for criminal charges.

Secretary of state spokesman Matt Roberts said the secretary of state intends to use the manual issued in 2014 for the upcoming election and re-write it next year.

Ryan says he disagrees with the office, but plans no further action.
