LOS ANGELES (AP) - The Los Angeles City Council has taken a step toward limiting the number of costumed characters who seek tips from tourists on Hollywood Boulevard.

The council voted Wednesday to direct city attorneys to draw up regulations that would require the characters to obtain a permit each day for certain sections of sidewalks.

City News Service reports the Police Department recommends that the number of permits available be limited to 20 a day. Officials have been concerned about aggressive and rude behavior.

The draft regulations will be sent to the council for consideration.
