BENSON, Ariz. (AP) - The Benson City Council has approved a 40-year development agreement for a 28,000-home master-planned community.

The Arizona Daily Star reports (https://bit.ly/1TUoolq ) that the council approved the deal in less than five minutes Wednesday during a meeting that didn’t allow for public comment, paving the way for the planned Villages at Vigneto.

The agreement lays out how the city and developer will work to provide city services to the community. The council has not yet approved a community master plan.

The project has faced strong opposition from conservation groups that are concerned about its impact on the San Pedro River and the wildlife around it. The Tucson-based Center for Biological Diversity and five other groups are suing a pair of federal agencies, saying they permitted El Dorado Holdings Inc. studying the development’s effects on the environment.
