FARGO, N.D. (AP) - A woman who operates an aviation business at the Minot airport has filed a federal discrimination complaint against the airport director who quit last week after spearheading construction of a new terminal.

Eva Lucke, formerly known as Eva Rojas, accuses airport director Andrew Solsvig and the city of Minot of demanding unfair lease terms because she’s a Latina woman. She says in her lawsuit that there are other tenants at the airport’s industrial park that have more favorable lease agreements than her.

The lawsuit asks for an injunction to stop the defendants from forcing Lucke, 69, into the lease, said Lucke’s attorney, Robert Martin.

“It’s the kind of lawsuit that can be settled very simply - 15 minutes on the computer cutting and pasting,” Martin said. “Give her the same terms as everybody else. That’s all we’re asking.”

Solsvig resigned days after the $43 million terminal opened. He told the Minot Daily News that he’d been thinking about a new job for several months but decided to wait until the terminal was complete. He also said it was a stressful project.

An attorney for the city did not respond to a phone message seeking comment. A phone number for Solsvig could not be found.

Lucke’s business, Minot Aviation, has been operating at the airport since 1983. Solsvig allegedly delivered a new lease agreement to Lucke on Dec. 31, which the complaint describes as a “take it or leave it” offer with terms that are “discriminatory and disparate on their face.”

Martin said the city tried to evict Lucke’s business from the airport in 2006, but that case was thrown out by a state judge.

“I would say her business is thriving,” Martin said. “She is making the required lease payments.”

Lucke, who was born in Chile, has lived in North Dakota since 1967. She became an American citizen in 1990.
