PHOENIX (AP) - Former Mesa Mayor Scott Smith says he won’t jump into the race to replace Republican Matt Salmon in Arizona’s 5th Congressional District.

The unsuccessful candidate for the 2014 Republican nomination for governor had been mulling a run since last month when Salmon announced his retirement plans.

Smith said Tuesday that he was seriously considering a run and encouraged by polling. But he says he couldn’t commit his full “attention, passion and energy” to a campaign. He also said he couldn’t in good conscience go back on his commitment to the Valley Metro boards that appointed him interim chief executive of the Phoenix metro area’s bus and light-rail system in January.

Arizona Senate President Andy Biggs and state Rep. Justin Olson are running for Salmon’s seat in the heavily Republican district.
