MILWAUKEE (AP) - President Barack Obama is visiting Milwaukee on Thursday to congratulate city and county leaders on winning an Affordable Care Act enrollment competition.

Milwaukee beat out 19 other cities - including Chicago, Atlanta and Detroit - by getting the highest ratio of uninsured people onto new plans under the federal health care law.

According to White House numbers, roughly 38,000 new people enrolled in the Milwaukee area of the 51,000 potentially eligible, or about 75 percent. Combined with returning customers, about 89,000 people in the area enrolled in a marketplace plan for this year.

Milwaukee’s strategy, led by Mayor Tom Barrett and County Executive Chris Abele, involved sending outreach workers to minority neighborhoods, advertising on buses, hosting enrollment drives and partnering with Uber for transportation to such events.
