ALBANY, N.Y. (AP) - The New York state Comptroller’s Office reports approving 990 contracts valued at $750 million and nearly 3.9 million payments for more than $10.4 billion in April.

The office says it rejected 116 contracts and related transactions valued at $330 million and nearly 6,000 payments for more than $10.7 million due to fraud, waste or other improprieties.

April approvals include $43.6 million to Fort Schuyler Management Corp. to design and construct a solar panel facility at SolarCity in Buffalo and state legislators’ travel and per diem expenses, which are posted online quarterly.

Others include $1.1 million in grants to Cornell University for apple, maple and vegetable research and Future Farmers of America, and $6.5 million to the United Federation of Teachers for day care programs and professional development of providers.
