FARGO, N.D. (AP) - The North Dakota attorney general says the school board in Kensal violated open meetings laws by failing to give notice and take minutes for two committee meetings.

The board had created one committee to explore the possibility of a merger with neighboring Midkota and another group to gather financial information on such a merger.

Attorney General Wayne Stenehjem says the board did not file notice or record minutes for either meeting because it was not familiar with state law.

Stenehjem ordered committee members to create meeting minutes detailing their recollection of discussions with other committee members.
