WASHINGTON (AP) - A golden retriever puppy authorities say was stolen from a fenced yard in Washington is back with its owner.

The Washington Post reports (goo.gl/05uBAA) that police arrested Louis Vondell, 28, and charged him with second-degree theft. Authorities say Vondell was seen on video taking the dog last month.

The Post reports that according to an affidavit, Vondell said he thought the dog had been mistreated and had receipts to show he paid for medical treatment to help the dog, including eye surgery.
