SACRAMENTO, Calif. (AP) - The Federal Aviation Administration has found that a sky-diving instructor and a first-time jumper died after both of the instructor’s parachutes failed to open during a tandem jump in Northern California.

Instructor Yong Kwon and 18-year-old Tyler Turner died Aug. 6 near the Lodi area. Kwon was found with his hand on the lever for a backup parachute.

The Sacramento Bee reports (https://bit.ly/2d5OLDh ) FAA spokesman Ian Gregor said in a written statement that Kwon’s main parachute failed to fully inflate and a backup parachute also failed.

The FAA is still trying to determine what actions, if any, to bring against the Parachute Center in Acampo.
