Senate Majority Leader Mitch McConnell said Friday that he has enough votes to get the GOP’s $1.4 trillion-plus tax-cut plan across the finish line, as Republican holdouts gradually started to fall in line.

“We have the votes,” Mr. McConnell said as he walked into the chamber.

Sen. Jeff Flake of Arizona, who had expressed concerns about the bill’s effects on federal deficits, announced Friday he’d back the bill after securing an agreement to work on a solution for young illegal immigrants in the U.S. under the Deferred Action for Childhood Arrivals (DACA) program.

Sens. Ron Johnson of Wisconsin and Steve Daines of Montana are also supporting the package after winning additional concessions for small businesses. Those changes could be paid for by increasing the planned tax rates on money parked offshore and brought back to the U.S.

While not expressly saying she’d vote yes, Sen. Susan Collins of Maine — another holdout — also said Friday she’s pleased that leadership has agreed to partially restore a property tax deduction, with a $10,000 cap, in the legislation.



The property tax deduction had been among Mrs. Collins’ asks to gain her support for the bill, along with agreements for later votes on Obamacare cost-sharing subsidies and a measure she’s sponsoring that deals with high-risk insurance pools.

Republicans control 52 of 100 Senate seats, and can afford no more than two defections to pass the plan, with Vice President Mike Pence serving as a potential tie-breaker.

But they had already won support from potential wild cards like Sens. Rand Paul of Kentucky and John McCain of Arizona, and appear on track for final passage as soon as Friday.
