CASPER, Wyo. (AP) - A judge has ruled that Casper City Council violated public meeting laws in 2015 during an investigation into the then-city manager.

The Casper Star-Tribune reported (https://bit.ly/2yThTXX ) Monday that a Casper resident sued the city after council members privately investigated whether former City Manager John Patterson improperly offered a resident city labor and equipment to clean their pond.

According to a transcript of the Sept. 7 oral ruling, Natrona County District Judge Daniel Forgey ruled that city’s actions went against the Public Meetings Act. The transcript says whatever action city council took is therefore, by law, null and void.

Interim City Attorney Will Chambers did not respond to requests for comment.
