Sen. Bob Menendez lashed out at a Fox News reporter Tuesday over the network’s coverage of a photo showing him shirtless on a beach in Puerto Rico during the government shutdown.

Mr. Menendez was among a delegation of congressional Democrats who traveled to Puerto Rico for two days of meetings concerning the damage brought by Hurricane Maria and a charity performance of “Hamilton.” President Trump and others have slammed the trip as a “vacation.”

A Fox News producer on Sunday tweeted a photo of Mr. Menendez, a New Jersey Democrat, shirtless on a beach in Puerto Rico on Day 22 of the shutdown. The photo went viral in conservative circles, and “Fox & Friends” reportedly showed it a total of 14 times during its Monday broadcast.

On Tuesday, Mr. Menendez criticized Fox News reporter Rob Schmitt in San Juan for his network’s coverage of the photo.

“You could have had hours and hours and hours of meetings and you chose one thing for an hour,” Mr. Menendez said before brushing Mr. Schmitt off and walking away.

“I want to be fair,” Mr. Schmitt responded, following the senator. “I want to be fair. I just want to ask you —”

“You guys are not fair,” Mr. Menendez fired back. “You’re neither fair nor balanced. So, thank you.”
