Tom Graves, Georgia Republican, proposed an amendment as a police rider on a $30.2 billion spending bill for natural resources agencies that would block the Environmental Protection Agency from garnishing wages to collect fines from Americans without a court order. Some Republican senators have demanded the EPA immediately withdraw the rule.
