Due to an editing error, The Washington Times incorrectly reported Thursday the car-tax phaseout and gasoline-tax plans of Virginia Gov. Mark Warner and Senate Finance Committee Chairman John H. Chichester. Mr. Warner’s plan would phase out the car tax fully by 2008. Mr. Chichester’s plan would raise the gasoline tax by 3.5 cents and phase out the car tax by next year.
