Correction

The Washington Times in Sunday’s editions incorrectly identified the first black Republican elected to Congress since Sen. Edward W. Brooke of Massachusetts. Rep. Gary Franks of Connecticut was the first black since Mr. Brooke to win a seat in Congress.
