Correction

A story in yesterday’s editions misquoted former National Security Adviser Brent Scowcroft and incorrectly identified the organization to which he spoke. Mr. Scowcroft, in a speech to the New America Foundation, predicted an “incipient civil war” in Iraq after the Jan. 30 elections.
