Chris Laughlin assumed the role of president at LM&O Advertising Inc. in Arlington. Mr. Laughlin replaces his father, Doug Laughlin, who filled the newly created position of chairman. The younger Mr. Laughlin served at LM&O Advertising from 1996 to 1999 as a team member for the Army National Guard's "You Can" campaign. He returned in 2001 after briefly working for eGroups.com of San Francisco and NBC Interactive.

REAL ESTATE

• Jonathan Harms was appointed vice president of Cresa Partners, a D.C. real estate firm. Previously, Mr. Harms served as associate vice president of Ezra Co., where he worked for four years serving tenants in both the District and Virginia. He is a graduate of the University of North Carolina at Chapel Hill with a degree in economics.

• David M. Smith was promoted from vice president to president of the Chevy Chase Land Co. Mr. Smith has worked with the Chevy Chase real estate developer for the past 14 years.

• Mason Dixon Funding Inc., a Rockville mortgage lender, hired Harris Rosenblatt as a loan officer. Mr. Rosenblatt, a 1991 graduate of James Madison University, has worked in the mortgage business for more than 15 years. The company also hired Darren Chamblee, Chris Sipe and Paul Harsanyi as loan officers.

• Goodman & Co. LLC, a certified public accounting firm, promoted Jamie Favorite-Quiroa to supervisor at its Rockville office. Ms. Favorite-Quiroa previously served three years as an accounting and payroll manager for Saratoga Food Group in Virginia Beach. She holds a bachelor's degree in accounting from the University of Maryland at College Park.

ACCOUNTING & FINANCE

• Charles P. Blahous was appointed senior adviser for Palisades Capital Advisors LLC in the District. Mr. Blahous previously was deputy director of the National Economic Council. His previous experience includes service as executive director of the President's Commission to Strengthen Social Security. Mr. Blahous holds a doctoral degree in computational quantum chemistry from the University of California at Berkeley.

The Tysons Corner office of Goodman and Co. LLP promoted these employees to supervisor:

• Emily Jackson worked two years as a public accountant for both profit and nonprofit organizations. She received a bachelor's degree in accounting from James Madison University.

• Rebecca Gadell, who has been with Goodman and Co. since 2005, received a bachelor's degree in accounting and finance from Virginia Tech.

• Khan D. Le has experience as a tax preparer and has worked with government contractors, small businesses and nonprofit organizations. She earned bachelor's and master's degrees in accounting from Virginia Commonwealth University.

• Elka Oezdemir, who is working toward her certification as a public accountant, specializes in both individual and business tax planning and preparation. Ms. Oezdemir has a bachelor's degree in accounting from George Mason University.

PROFESSIONAL SERVICES

• Steven A. Wolf, a business valuation appraiser with UHY Advisors of Washington, achieved accredited senior status with the American Society of Appraisers. Mr. Wolf, who has more than 20 years of accounting experience, holds a graduate degree in accounting from Binghamton University in New York and a master's degree from Temple University. Francine Proulx, an antiques and decorative arts appraiser with Art/Antiques Information Resource LLC in Fairfax, also achieved senior status.
