Mr. Franchot, who entertained a 2014 run for governor before announcing in December that he will seek a third term as comptroller, railed against last year’s gambling push and criticized Mr. O'Malley for calling the special session that allowed the General Assembly to pass a casino expansion bill. It was then approved by voters last Election Day.
