ABERDEEN, S.D. (AP) - Brown County State’s Attorney Larry Lovrien says two open meetings complaints filed against the Groton City Council are without merit.

The Aberdeen American News (https://bit.ly/2aQvi9g) reports that Groton resident Betty Breck filed the complaints in June and July.

Breck says she’s disappointed.

She claimed in the first complaint that the council discussed rules for video recording meetings during closed session. She argued in the second complaint that the council blocked the right of the public to talk at meetings and lacked a policy governing the issue.
