The unions are working together to bring more attention to the chronic problems plaguing the agency and hope to stave off the shift change, proposed to take effect in June.

In addition to hiring, Ms. Blackmon said the agency needs to double down on training efforts to bring all dispatchers and call takers up to speed.

In testimony before the judiciary committee, agency Director Jennifer A.J. Greene promised enhanced training would be part of future changes.

“That is one of the goals that I have. I want to re-establish some sort of standardized training for in-service training,” Ms. Greene said.

A representative from the agency could not be reached Friday to address specific concerns raised by the police union.
