A lawsuit filed over congressional redistricting in Virginia suggests likely partisan sniping in the state's upcoming General Assembly session, with Democrats already contesting Republican claims to a Senate majority.

Virginia Gov. Bob McDonnell, who took an aerial tour on Monday to assess the damage from Hurricane Irene in Hampton Roads, said power had been restored to 600,000 customers and nearly all restorations would be completed by Friday.
Repair crews struggled Monday to bring life back to normal after Virginia's dance with Hurricane Irene, working to restore power to more than half a million people and clear roads of storm debris.
"Your statement is inconsistent with those from Secretary Panetta, other members of your administration and budget documentation that all requested another two rounds of Base Realignment and Closure," Mr. Forbes wrote in a letter to the White House. "We would appreciate if you could confirm that the Administration at this time is no longer seeking to close additional military installations."
