ALBANY, N.Y. (AP) - Two New York state legislators want to require the renewal of handgun licenses every five years.

Sen. Eric Schneiderman and Assemblywoman Amy Paulin said Tuesday that the proposal is inspired by the recent fatal shootings at an immigrant community center in Binghamton.

They say it’s time to reform the “dangerous lifetime permit system.”

They say current laws don’t require a review of a gun owner’s subsequent criminal convictions or mental health.

A gunman killed 13 people and himself at the American Civic Association on April 3. He had permits for the guns he used.

Schneiderman represents Manhattan, and Paulin is from suburban Westchester.
