Lt. Col. Dominik George Nargele is only partially correct in his Thursday letter to the editor, “Constitution doesn’t cover terror suspects.”

Many acts of terrorism are committed by those subject to the jurisdiction of the Constitution. Those acts usually meet the broad definitions of Article III, Section 3, which defines treason and its punishment. This section has not been used since shortly after the Civil War when Confederate President Jefferson Davis was charged, but not tried.
