Prince George’s County police on Tuesday announced an arrest in the killing of a Northeast Washington man in Capitol Heights.

Michael Ricardo Cruz, 55, of the 44000 block of Blackistone Circle in Hollywood, Md., was charged with first- and second-degree murder in connection with the Monday-night killing of Norman Francis Wood III, 40, of the 800 block of 51st Street Northeast.

Police found Mr. Wood lying in the street and suffering from apparent gunshot wounds at about 5:20 p.m., after officers responded to the 4700 block of Leroy Gorham Drive for a report of a shooting.

Investigators said that Mr. Wood and Mr. Cruz got into an argument and that Mr. Cruz pulled out a handgun, shot Mr. Wood and fled. He was stopped a short time later and arrested by police, who found a handgun in his vehicle.
