COLUMBIA, S.C. (AP) - The House Ethics Committee is dismissing fines against three people and requiring eight to pay.

The votes Wednesday involved two former and two current House members. The others were House candidates who either lost or filed to run but never did.

Those granted a pass included former Democratic Rep. Ken Kennedy of Greeleyville, who retired in 2010 after two decades in office. He’d been fined $5,100 for not filing a financial form in 2014. Legislators said he and a former House candidate were reasonably unaware of the committee’s opinion last year that anyone with an open account must continue filing the form.



Democratic Rep. Chris Hart of Columbia and Republican Rep. Andy Patrick of Hilton Head Island each must pay $100 for filing a quarterly disclosure form one day late.
