FOND DU LAC, Wis. (AP) - An 8-year-old boy accused of attacking two puppies with bleach could be charged with animal cruelty, and his mother may be charged for failing to intervene, Fond du Lac police said. The puppies’ prognosis is unclear but if they survive there’s a chance they’ll both be blind.

The investigation began Saturday when a neighbor heard wails coming from a trash bin. The person looked inside and found a bleach-soaked puppy stuffed into a garbage bag, Action Reporter Media (https://fondul.ac/1cLaHOm ) reported Monday.

“By the time the neighbor heard the puppy crying, we estimate the animal may have been in the Dumpster at least an hour,” assistant police Chief Steve Klein said.

Officers found the puppy’s two litter mates and two adult dogs inside a unit at the Maplewood Commons apartments.

Klein said the boy apparently grew angry with the 6-week-old puppy for nipping at children inside the apartment. The child poured a container of bleach on the puppy and also splashed some on another puppy’s face, Klein said.

All five dogs were taken into protective custody.

Renee Webb, the shelter manager at the Fond du Lac Humane Society, said two puppies suffered chemicals burns to their eyes and noses. They also have ulcers on their tongues and respiratory injuries caused by inhaling the bleach.

“There’s a very strong chance that both animals could lose their eyesight,” she said. “But the more pressing concern is they could both end up dying from the damage to their lungs.”

Webb said about three hours passed before staffers were able to begin caring for the puppies. She said their prognosis could have been much better had someone bathed them or washed their eyes immediately after the incident.

Klein said the boy’s mother was aware of what her son had done but did nothing to intervene. He said he expected the 30-year-old Fond du Lac woman to be charged with being party to the crime of animal cruelty, and the boy charged with cruelty to animals.

“Puppies are very vulnerable animals,” he said. “To have someone who shows a blatant disregard for their well-being and physically tries to harm them is very disturbing.”
