FRANKFORT, Ky. (AP) - The Kentucky Attorney General’s Office says Franklin County employees should not have been allowed to remove items from their personnel files after The State Journal submitted an Open Records Act request for the files.

County Attorney Rick Sparks told the newspaper (https://bit.ly/1hj0Ilf) that when requests for personnel files are received, staff members are allowed to review their files to determine if anything should be redacted under privacy exemptions. But he agreed that whole documents shouldn’t be removed.

The decision issued on Monday said the items that were removed were extraneous and probably should never have been in the files in the first place. They included an invitation to attend an event and a stick-it note that contained a personal comment about the employee.
