HAGATNA, Guam (AP) - A Guam police officer has been jailed on $500,000 bail after his arrest on charges of official misconduct and sexual assault.

Paul John Santos is charged with multiple felonies, including the sexual assault of a woman he suspected of being a prostitute, on Sept. 1 in her hotel room, Pacific Daily News (https://bit.ly/XpBI50) reported.

The woman told investigators she had lost her job as a dancer and placed ads offering “services to people looking for company.”

On Aug. 31, she said, she received a response from a man who called himself “Frank Smith.”

The woman said “Smith” showed up early Sept. 1 in a Guam Police Department uniform. The man threatened to arrest her, she said. After inspecting the room to make sure no one was there, she said, the officer said they would “work something out” and raped her.

She told the FBI a day later the man called her and sent her texts afterward.

Office of the Attorney General investigators identified Santos through hotel videos. According to the FBI, Santos initially denied involvement and later claimed he was “working on a prostitution sting.” He acknowledged having sex with the woman, court documents said.

Santos was arrested Wednesday night.

Assistant Attorney General Christopher Odoca said Santos was a danger to the community and had abused his position and “used that authority to victimize a member of the community.” The woman, he said, fears for her safety.

Defense attorney Jeff Moots at a Thursday hearing said the prosecution request for a half-million dollars bail was “clearly excessive.” The likelihood of conviction, he said, was “questionable.” The evidence would prove nothing other than an allegation of consensual sex, he said.

“The complaint is basically a prostitute making claims against a police officer,” Moots said.
