PHOENIX (AP) - Gov. Doug Ducey has signed a bill exempting cats caught in trap, neuter, return programs from animal shelter 72-hour holding periods.
Proponents say the bill relieves the burden on shelters neutering and spaying stray cats. Opponents say the bill lets stray cats back into communities where they kill songbirds and other small wildlife.
Senate Bill 1260 exempts cats going through a sterilization program from the 72-hour waiting period and requires impounded animals to be kept for a minimum of 120 hours if they have identification.
Ducey signed the bill Monday.
