LUBBOCK, Texas (AP) - A former police chief in Lubbock has retired days after being demoted to captain amid a federal investigation into department hiring practices.

Acting Chief Jerry Brewer says Capt. Roger Ellis retired Wednesday. Ellis had been with the Lubbock Police Department since 1988.

Ellis demoted June 26 by City Manager James Loomis, who did not provide a reason and cited civil service laws.



The U.S. Department of Justice earlier accused the Lubbock Police Department of discriminating against women and Hispanics in hiring probationary officers. Questions were raised about the department’s written and physical exam standards.

Ellis, while still police chief, said he believed the department’s process was on par with other cities and that its current standards were necessary for the police force.
