CASPER, Wyo. (AP) - The Natrona County District Attorney says the investigation into an altercation at Casper City Hall involving the wire of the city manager and a resident was inadequate and incomplete.

Authorities had charged Sam Wiseman with unlawful contact after Cindy Patterson accused him of yelling at and hitting her last Tuesday night.

The Casper Star Tribune reports (https://bit.ly/1e2EciI) that the District Attorney’s motion to dismiss the case against Wiseman last week said the Sheriff’s Office failed to consider exculpatory evidence or consult with the District Attorney’s office before filing charges.

Sheriff Gus Holbrook said the investigation was not finished until Tuesday and an assistant district attorney retrieved an incomplete investigation.

Witnesses say Patterson was taking photos of Wiseman before the incident happened. Patterson accused Wiseman of yelling and hitting her.
