SALEM, Ore. (AP) - Police arrested a health care executive accused of masturbating in a car parked outside a Bi-Mart store in Woodburn.

A city spokesman said Rick Cagen, the president and CEO of Silverton Health, was taken to jail Thursday after he was arrested on one count of public indecency.

The jail website lists Cagen’s bail at $5,000 and says his initial court appearance is Friday.



Officers found Cagen at Woodburn Health Center after a witness provided them with a vehicle description and license plate number.

Cagen turned 64 years old on Wednesday.
