PHOENIX (AP) - A Phoenix man that mountain bikers have blamed for moving rocks and small boulders onto mountain preserve trails has come forward.

KPNX-TV reports (https://bit.ly/1cEeO1J ) that John Balfour admitted he placed rocks on the Phoenix Mountain Preserve because he says that people don’t take care of the trails. He says he is frustrated by the deterioration that people have caused.

Mountain biker Andrew James took a picture of Balfour on the trail and posted it on Facebook out of frustration with the man’s actions. He says Balfour could have caused physical damage.

Balfour says he knows he’s not an authority and wasn’t trying to hurt anyone.

A Phoenix Parks and Rec representative says people are not allowed to block off trails with rocks.
