DETROIT (AP) - Records show that former Wayne County Executive Robert Ficano’s staff drew up a possible agreement that would have allowed for state oversight of the financially troubled county.

The Detroit Free Press reports (https://on.freep.com/1HmR1Ot ) Monday it obtained a copy of the document, titled “Financial stability agreement between the County of Wayne and the treasurer for the State of Michigan, by using a Freedom of Information Act request.

The document, which was dated November 2013 and updated in January 2014, was presented as a draft consent agreement. Ficano didn’t sign off on the document, but he indicated in an interview this month that it represented a form of due diligence.

Current Wayne County Executive Warren Evans has warned that state intervention might be necessary if the county fails to manage its finances.
