PAPILLION, Neb. (AP) - Papillion is considering annexing land to its west that would take the city’s zoning authority to Interstate 80 and increase its footprint by one-quarter.

The proposed annexation would increase Papillion from 4,300 acres to 5,300 acres, The Omaha World-Herald reported (https://bit.ly/1Fv32ki ) Saturday. The area where the city has zoning control would increase from 19,800 acres to 23,500 acres.

The area includes undeveloped land, industrial areas, the Fidelity Investments data center and the 135-acre Prairie Queen Recreation Area. It has no residences and does not include Werner Park, the Omaha Storm Chasers’ baseball stadium.



The annexation is estimated to have a one-time net cost of $338,000 - for equipment such as trucks, snowplows and mowers - and an annual net revenue of about $2.2 million that would include new property valuation and taxes.

The city expects no need to add fire or police staff, City Administrator Dan Hoins said.

The plan would give Papillion zoning control over a swath of land that borders La Vista and Springfield’s zoning territories and is under the county’s jurisdiction. That includes the area of Highway 50 and Schram Road, which is home to the $200 million Travelers Cos. data center and the future home of the Omaha National Cemetery. The corridor is poised to see more data centers. At least two are in the early stages of development with Sarpy County planners.

The plan could step on some toes.

Springfield Mayor Mike Dill said he believes Springfield’s sewer basin, which is included in the annexation plan, should be part of his city’s growth.

Deputy Sarpy County Attorney Mike Smith said it’s hard to give up an area that the county has worked to develop. But Smith said he doesn’t see any roadblocks preventing Papillion’s annexation plan from going forward.
