RACINE, Wis. (AP) - Racine police have announced an arrest in a 21-year-old cold-case homicide investigation.

Racine Police Chief Arthel Howell said in a statement Friday that federal marshals arrested the 45-year-old suspect without incident in the Chicago area on Thursday. Prosecutors had issued an arrest warrant for him in the shooting death of Andre McKinstry, who was shot and killed in August of 1994 inside Steve and B’s Tavern in Racine.

The statement says the case was reopened in 2009, along with other unsolved homicides dating back to 1970, and reviewed in light of advances in DNA technology and “other solvability factors.”

Lt. Dave Wohlgemuth says no further information is being released at this time, but anyone who has information regarding McKinstry’s death is encouraged to contact the Racine Police Department or Crimestoppers.
