SYRACUSE, N.Y. (AP) - The family of a 28-year-old man who drowned after falling through a flooded manhole in Syracuse has filed a notice to sue the city and Onondaga County for wrongful death.

The Syracuse Post-Standard reports (https://bit.ly/1hWlcER ) Brandon Closure fell into the open manhole on East Fayette Street June 30 while helping a woman push her car out of waist-deep water. His body was found two days later in a sewer two miles away.

Officials say an inch and a half of rain fell in approximately 30 minutes the day Closure fell.



Syracuse Mayor Stephanie Miner said the manhole cover worked properly when it was ejected due to pressure caused by storm water.

Mary Closure, Brandon’s mother, names the Onondaga County Department of Water Environment Protection in the notice of claim.
