SALT LAKE CITY (AP) - Utah police regulators have cleared a former West Valley City detective who fatally shot a woman during a drug investigation.

Peace Officer Standards and Training rule on Wednesday that it will not suspend revoke Shaun Cowley’s police certification in connection to the 2012 death of 21-year-old Danielle Willard. Cowley said he fired at the unarmed woman because he thought she would hit him with her car after he tried to stop her during a drug investigation.

Charges related to the death were dismissed, but Cowley was fired from the West Valley City police in 2013. He appealed his termination, was temporarily reinstated in 2015 but then resigned.

In February, he filed a federal civil rights lawsuit against his former employer.
