LOS ANGELES (AP) - An Iraq War veteran who killed his 73-year-old Los Angeles neighbor and wounded the man’s wife has been declared legally insane.

City News Service says a judge made the ruling Thursday for Ricardo Tapia. His lawyer says Tapia will spend at least six months at Patton State Hospital.

The attorney says he’ll then seek Tapia’s transfer to a VA facility for treatment of a brain injury and post-traumatic stress disorder.

Tapia shot Giam Kim Hoang and wounded Hoang’s wife in 2013.

His attorney says Tapia, who served three tours in Iraq and was twice knocked unconscious, had a psychotic breakdown and told his fiancee they were under attack after hearing something dropped on the floor above his Van Nuys apartment.

He then went upstairs and shot his neighbors.
