CAPE GIRARDEAU, Mo. (AP) - A 27-year-old southeast Missouri man is charged with second-degree murder and several other felonies in the shooting death of a teenager in Cape Girardeau.

Phillips was arrested Saturday evening in Mississippi County. In addition to the murder and armed criminal action charges in Dolpin’s death, he is charged with first-degree assault and armed criminal action for shooting at Dolpin’s friend and a bystander, who was struck in the hip but survived.
