TRENTON, N.J. (AP) - New Jersey investigators say unlicensed brokers dumped polluted soil and other debris at sites across the states.

The State Commission on Investigation said Wednesday that a lack of regulation in the remediation industry led to rise of what officials called “dirt brokers.”

Authorities said that contaminated debris from a construction site in the Bronx, New York, was brought to a beach in Old Bridge.

Investigators also said that an unlicensed site in Palmyra accepted contaminated soil from sites in Camden and New Brunswick.

One witness ordered to appear before the commission invoked his Fifth Amendment right to stay silent.
