PHILIADELPHIA (AP) - Philadelphia police say they’ve arrested a 23-year-old man and a 17-year-old boy in connection with a street race and crash that killed a 3-year-old girl in August.

Police say they believe surveillance video they released in connection with the Aug. 8 incident prompted Hector Torres Jr. to come forward. The teen isn’t being identified because he’s being charged in juvenile court.

Police say Torres and the teen were the drivers of two vehicles that were racing for “numerous blocks leading up to the crash without regards for any vehicles or pedestrians.”

Police said the teenager’s car hit another car, throwing 3-year-old Esther Palmer from that vehicle, injuring her mother and critically injuring the toddler’s 64-year-old grandmother.

Online court records don’t list an attorney for Torres who remained jailed Thursday.
