Two men unfurled a giant flag of Russian President Vladimir Putin on Thursday over the edge of the Manhattan Bridge.

New Yorkers were puzzled when Mr. Putin’s visage and the text “peacemaker” appeared outside their office windows in the early afternoon. Helicopter footage captured by local news crews captured footage of the waving flag before police arrived to take it down.

“There’s no cops. Nobody,” a helicopter pilot for a local CBS affiliate said during a broadcast of the event.

“This just dropped on the Manhattan Bridge. Living in some weird and scary times,” a Twitter user from Astoria wrote of the 20-by-30-foot banner.

“We were just at our desks, we have some large windows from our office and we just saw it going up,” witness Quinn Formel, 27, told the New York Post. “These two guys … they were struggling for a little bit, but eventually got it [the banner] up,” he said.

Police are investigating surveillance cameras as they attempt to identify the suspects.
