Delivering a major speech Wednesday to close the deal on tax cuts, President Trump will try to convince middle-class families that the plan will “reignite the American dream,” senior administration officials said.

Mr. Trump will make the appeal in a 3 p.m. speech deliver from the grand foyer of the White House, surrounded by middle-class families and young Americans whom he will argue are at the core of his tax reform agenda.

“We can build an economy that works for all Americans, not just the wealthy and well-connected,” said one of the officials who preview the speech for reporters.

More than he has in previous speeches to promote the tax plan, Mr. Trump this time will get into specifics about how the new tax brackets, lower rates and more generous credits will benefit some of the families in the audience.

The grand foyer, the stately entrance to the White House residence, has not been used before by Mr. Trump for a major speech. The president chose the setting because he want’s to welcome the middle-class families and young people “into the residence of the White House” for the discussion about tax cuts and the country’s economic future, said the officials.

“This is a great opportunity for American people to see middle-class families who have similar situations to their own and how the tax plan will benefit them,” said the official.

The president is making the closing argument for tax cuts as House and Senate negotiators near a deal on a final bill, setting up final votes in Congress as soon as early next week.

The tax cut bill would slash rates for individuals and businesses, but critics say it gives more to the wealthy and corporations at the expense of the middle class.
