PHOENIX (AP) - The Arizona Senate has rejected legislation for the second year in a row that would bar cities like Phoenix from issuing photo-identification cards to people who are in the country illegally.
Republican Sen. Sonny Borrelli’s proposal failed on a 13-17 vote Tuesday, with three Republicans joining all Democrats in opposing Senate Bill 1142. Borrelli changed his vote to no in a procedural move that allows him to ask for a reconsideration vote.
The Phoenix City Council in August approved a city photo-identification card. It can be issued to people without proof of legal presence in the U.S. and those having trouble getting a valid government ID. The city expects to begin issuing them in mid-2017.
The city ID would not be recognized as a primary ID like a driver’s license.
