CHARLESTON, S.C. (AP) - A North Charleston woman has been charged in the death of a toddler and charges have been dropped against the victim’s father.

The state attorney general’s office told local media that 56-year-old Clara Jean Ellis was arrested Wednesday on a homicide by child abuse charge.

Seventeen-month-old Payton Elizabeth Williams died in April 2014 at the Medical University of South Carolina.

Forty-nine-year-old Eugene Anthony Wright was originally charged with homicide by child abuse. Prosecutors said Wright had lifted the girl above his head and thrown her to the floor.

The attorney general’s office said in a statement that an investigation showed Wright could not have committed the crime.

The statement did not explain evidence against Ellis or her relationship to the victim. It was not known if Ellis has an attorney.
