PHOENIX (AP) - Authorities say a man has been arrested in the death of a tow truck driver who was shot in Phoenix as he was trying to remove an SUV at an apartment complex.

Phoenix police spokesman Sgt. Jonathan Howard says 27-year-old Billy Wayne West Jr. was arrested in Friday’s shooting death of 26-year-old Alfredo Palencia at the complex near 32nd Street and McDowell.

Palencia was removing the SUV when West confronted him.

Palencia wasn’t removing the vehicle as part of a repossession and instead was towing it because it was parked improperly.

Police say West was apparently a friend of the vehicle owner.

Witnesses later told investigators that they saw West shoot Palencia.

It’s not known whether West has yet been assigned an attorney.
