PROVIDENCE, R.I. (AP) - Providence Mayor Jorge Elorza has unveiled his budget proposal for Rhode Island’s capital city that includes no tax increases and no raise for city teachers.

More than 300 teachers gathered to protest the Democratic mayor as he presented City Council with his 2018-2019 budget Tuesday.

Teachers have been working without a new contract since August, and there have been no negotiations since January.

Elorza’s $745-million proposal is only 1.1 percent larger than the current budget. The revenue increases will come from $1.6 million in licensing and permitting fees and state aid.

Elorza, who is running for re-election, says the increased revenue is a sign people want to invest in the city.

The budget will head to the city council’s finance committee for further approval.
